Coordinates the scientific activity, with its three components: empirical and thorough research, scientific events, editing of the scientific papers.

In the period 2002-2005, the department elaborated the Political Analysis Bulletin, with two issues per month. The Bulletin was structured on three dimensions: internal problems, international affairs and the analysis of the political communication. Starting with 2005 the department issues the Political Analysis Report, on various issues of public interests. Weekly, an Early Warning Report is produced, which is destined to the PSD National Permanent Bureau.

The department has elaborated the research "110 Years of Social Democracy in Romania". Also within this department other materials were elaborated for the political manifesto "Towards Normality" and for the "PSD Political Strategy in 2003", as well as for the "Strategic Objectives of PSD for 2004". Another project was the achievement of a political analysis volume entitled "Contemporary Social Democracy, between Tradition and Globalization" comprising case studies of social democratic movements in Europe, United States, South America, the former Soviet space, etc.

At the same time, the department's researchers undertake different analyses of an actual character demanded by the political or social present interest, doctrinal and ideological content materials, etc.

The "Ovidiu Sincai" Institute unfolds a broad activity of educational training and preparation for those interested in the values and principles of democracy. Annual regional schools are organized under the aegis of the Institute, with the participation of PSD members from all counties of Romania. Within these schools, the participants attend special courses on leadership and management of party activity, election campaign management, public relations etc.

The Institute also annualy organizes summer schools for youth involved in the political activity. Important members of PSD are invited to hold conferences on various issues of the domestic and international reality, on the party activity.

Having as goal the institutionalization of this communication means between generations of politicians, but also the more efficient formation of the new democratic generation of politicians, the Institute annually organizes short frequency courses of the "Ovidiu Sincai" School of Post-University Academic Studies.

Beginning with the year 2002, the International Relations Department has achieved a series of actions materialized in seminars, conferences, roundtables and meetings. In this context, important foreign political personalities have visited the Institute.

The department also ensures maintaining of contacts with foundations, associations and parties with which the Institute has a partnership relation. Also, the department insures the proper organization of the seminars of the "Ovidiu Sincai" European School in Romania.

The Institute is a founding member of the European Network of Political Foundation (ENoP) and of the Foundation for European Progressive Studies (FEPS), and a member of the European Forum for Democracy and Solidarity (since 2007).

The "Ovidiu Sincai" Institute is unfolding an editorial activity focused on political and socio-economic issues. In the period 2002-2008, the MondoMedia editorial group issued a Newsletter in Romanian, in which the main activities of PSD, both at central and at local level, were presented. The publication also included the governmental actions and those of the representatives of prefectures and municipalities.

The Group edits the following publications: Review of the "Ovidiu Sincai" European School, Sinteze ISD, Social Democratic Agora, Social Romania, as well as all other editorial issues of the Institute (books, brochures, flyers, reviews etc.)
